Abstract
This study aims to analyze the implementation of the school literacy at SD Negeri 2 Ulak Embacang. The research used a qualitative approach using descriptive methods. Data collection included observation, interview and documentation techniques. Implementation is an activity carried out to issue, evaluate and measure whether the policy can run properly and requires assessment or not. Literacy is an important skill for primary school-aged children. However, the literacy level of children in Indonesia is still low. The implementation of literacy at SD Negeri 2 Ulak Embacang includes reading before learning activities, the literacy reading corner, game’s education and library visits. These literacy activities can run well, this can be seen with the activities of students who can read fluently and understand the text. However, at SD Negeri 2 Ulak Embacang there are obstacles in implementing the School Literacy Movement, namely there are still students who cannot read, there are children with special needs and there is still a lack of reading books in elementary schools.
